Vivox 访问令牌类似于 JSON Web 令牌 (JWT)，但具有一组有限的声明（例如，
vxi, f, iss, vxa, t, exp
）。
Vivox 访问令牌是使用格式 
header.payload.signature
的字符串：用点分隔的三个 base64url 编码部分。
