Set up Azure Monitor alert rules for the solution.

The Azure package contains a few metric-based alert rules for Azure Platform as a Service (PaaS) resources.
Azure Monitor raises an alert when the conditions in a rule are met. To view alerts in the Azure Portal, go to Monitor > Alerts.
By default, Azure doesn't send notifications or perform actions. You might want to add notifications or actions at the customer's discretion. For example, you might want to proceed as follows:
- Create an action group with e-mail addresses
- For all alert rules, notify this group and assign actions to it.
