Remarks
Culture is determined in this sequence:
- Get the culture from the FormattingInfo.FormatterOptions.
- Get the culture from the IFormatProvider argument (which may be a CultureInfo) to SmartFormatter.Format
- Get the culture from the selected locale.
- The CurrentUICulture.TimeFormatter makes use of PluralRules and PluralLocalizationFormatter.
