# Licensing

> Configure and access Licensing Server in Unity Virtual Private Cloud, and manage users and licenses.

To perform actions in Asset Manager, you need an assigned license (seat). If you don’t have a license, your permissions and available actions are limited to the [**Asset Manager Viewer**](/cloud/asset-manager/org-project-roles.md#project-level-roles) role. This means you can still access Asset Manager, browse assets in projects you have access to, and view asset previews. However, you can't view or download files, edit assets, or read and write comments. Unity Dashboard displays a banner informing the user about permissions downgrade in such cases.

> Role-based Access Control (RBAC) role assignments and licenses work independently but complement each other. For example, to create or edit an asset, you must have the [**Asset Manager Contributor**](/cloud/asset-manager/org-project-roles.md#project-level-roles) role at the project level and have the appropriate (Enterprise) license.

Seat assignments are static. Unity Virtual Private Cloud doesn't allocate seats dynamically from a pool when a user needs it. Administrators must manually assign seats to users. If a license needs to be reassigned, for example, when someone leaves the organization, an administrator must reassign the seat.

Unity Virtual Private Cloud includes a separate component, Licensing Server, to manage seat assignments.
